Hello. From the attached pictures, those growths are galls, which are formed by a species of gall midge, most likely Lasioptera rubi. This pest overwinters in the larva/pupa stage in the galls formed on raspberry canes, so during this period, it is recommended to prune the canes with galls and destroy them by burning.
